The Open
Budget Index 2006 was calculated from the answers to a questionnaire completed
by 59 in-country researchers around the world. Each researcher received the
Open Budget Questionnaire and, the Guide to the Open Budget
Questionnaire. They also received the
OECD Best Practices on Budget Transparency and the
Lima
Declaration of Guidelines on Auditing Precepts.
These two reference materials where used to ensure cross-country comparability of
the answers as well as internal consistency within the questionnaire. In this
page you will find a blank Open Budget Questionnaire, the Guide to the
Open Budget Questionnaire, and the database which contains the answers to
all the questions in the questionnaire for the whole sample of countries. In
conjunction, these three documents will allow users to see the answers to every
question for each country and better interpret their response.
