An Introduction to the Open Budget Initiative: New Researchers’ Meeting |
|
The IBP held a meeting to
introduce new researchers to the Open Budget Initiative 2008 in Washington, DC
on May 29-30. The meeting introduced new researchers to public sector financial
management concepts, terminology and important assumptions used when completing
the Open Budget Questionnaire. It also allowed new researchers to meet
established researchers, and to exchange experiences on advocating for greater
public access to budget information and on opening closed, unaccountable
budgeting systems.

Having trouble identifying the seven key budget
documents in your country?
The OECD Best Practices for Budget Transparency has a useful list of each
document, its purpose, and what information each should contain.

Not sure which agency or office in your country serves
as the nation's Supreme Audit Institution?
The website below may help. It is the UN organization of all Supreme Audit
Institutions around the world.

Do the provisions in your country's constitution allow
for the Supreme Audit Institution to be independent of the executive?
Does the organic or other law establishing the SAI provide it with the mandate
and powers necessary for independence?
The Lima Declaration of Guidelines on Auditing Precepts are the internationally
recognized standards on the independence of the SAI, and other principles to
promote the effectiveness of its work. They are a useful tool for identifying
needed areas of improvement, and for crafting recommendations for improvement.
Are there budgeting terms or concepts for which you
would like definitions?
The IMF has recently extensively revised its Code of Good Practices on Fiscal Transparency,
the Manual accompanying the Code, and it Resource Revenue Guide.
The expanded Manual is a useful document for quick reference, and can be found
here.
